Housing Authority, Community Leaders Participate in Groundbreaking Ceremony for Highland Crossing

Leaders from Community Housing Partners, the Spartanburg Housing Authority and the city of Spartanburg broke ground on Highland Crossing on June 9, 2015. CHP and the Housing Authority have partnered to redevelop and expand the now vacant public housing community formerly known as Cammie Clagett Courts by using funding from Low Income Housing Tax Credits and the U.S. Department of Housing and Urban Development's new Rental Assistance Demonstration (RAD), a first for the state of South Carolina.

The RAD program is a central part of HUD's rental housing preservation strategy that was initiated in September 2012 and provides a mechanism for housing authorities to convert public and assisted housing properties to project-based or long-term Section 8 rental assistance communities. The program allows properties to be redeveloped, rehabilitated and financed as stable, long-term assets.

As the nonprofit developer, architect, and builder of the multifamily rental community, CHP will demolish the existing, out-of-date units and construct 72 new apartments that will be named Highland Crossing. The new Section 8 property is being designed and built to include a number of green features and energy efficiency measures that will help enhance resident comfort, health and wellbeing. Highland Crossing, which will also be managed by CHP, will be reserved for households earning up to 60 percent of Area Median Income (AMI).

The redevelopment project is being funded in part by the Spartanburg Housing Authority, Community Housing Capital, and Bank of America, N.A.
