Doing Business
The Procurement Department manages the purchasing and materials management for Spartanburg Housing. We are tasked to acquire services, supplies, equipment and construction at the most efficient level.
The Procurement Department is responsible for ensuring fair and equitable treatment of all vendors who work with Spartanburg Housing.
The Procurement Department works diligently to accomplish the mission and vision for Spartanburg Housing while complying with all applicable federal, state and local laws.
General Vendor Information
Vendors who wish to be added to the Procurement Department Vendor's List should complete the Vendor Registration Form. All vendors must provide the following documents at the time of contract negotiation:
- Business License
- Certificate of Insurance
- Federal ID Number (W-9)
- Required Licenses and Certifications
All suppliers/vendors interested in doing business must comply with all South Carolina state and federal immigration laws.
All bids will be listed under Current Opportunities. Vendors will be able to register for a bid by following the links to Housing Agency Marketplace.
SECTION 3
Section 3 of the Housing and Urban Development Act of 1968, requires public housing authorities (PHAs) receiving U.S. Department of Housing and Urban Development (HUD) funds to make every feasible effort to ensure Minority & Women Business Enterprises (MWBE) and labor-surplus area businesses participate in PHA contracting (2 CFR Part 200.321). These entities are encouraged to submit the Vendor Registry form to be added to the notification system when bids are solicited for contracts. Additionally, Vendors who submit bids for contracts are strongly encouraged to seek ways to qualify for Section 3, to gain additional points/preference when reviewing bids.
