History:
- April 1991 - The Spartanburg Housing Authority purchases and renovates 20 houses scattered throughout the city for subsidized rental housing with new federal grant money. The Housing Authority received a $1.47 million grant from the U.S Department of Housing and Urban Development, the funds boosted the agency's stock of scattered individual housing sites from 16 to 36.
- June 26, 1992 - Frank Gooch, Executive Director retires after 24 years of service.
- July 1993 - Spartanburg Mayor James Talley returned to his childhood stomping ground to remind tenants that public housing is only a stop-over on the way to homeownership. Talley, who lived in Phyllis Goins four years before going to college, met with tenants and leaders from four south-side churches to improve race relations and change the perception of a complex marred by drugs and violence.
